Wandered around Otsuka Station, just one stop east of Ikebukuro on the Yamanote line, on the eve of their big summer Awa Odori festival. The streets were relatively chill, with ppl hanging out in the warm summer air. The area has a bunch of nice spots for eating and drinking and a nice hotel just out in front. They had the lanterns for the festival all setup, so I returned back the following day to checkout the actual festival.
